<p><strong>Description: </strong>Project Reconnect is the youth services division of the Asian American Recovery Services Inc. in San Francisco County. Project Reconnect serves youth and young adults between the ages of 12-24. We provide confidential substance abuse prevention services for all youth regardless of ethnic or cultural backgrounds.  We also have experience and success working with youth involved in the juvenile justice system, San Francisco Unified School District, and community based partners.  Project Reconnect services are designed to promote the health and well-being of children, youth, and their families and the diverse communities in which they navigate through.</p>
<p>In partnership with the Japanese Community Youth Council – Asian Youth Prevention Services (a collaborative project of six community agencies), our purpose is to leverage resources, efforts, and staff to develop and deliver substance abuse prevention, early intervention programs, and services which sustaining families of Asian and Pacific Islander and other affected multi-diverse communities of color residing throughout San Francisco.</p>
<p><strong>Primary Duties and Responsibilities (other duties as assigned):</strong><br />
•	Assists the Program Manager in improving program services through the development and implementation of program guidelines and procedures to ensure contract goals and objectives are met;<br />
•	Completes and submits all required reports;<br />
•	Responsible for AYPS collaborative prevention services operations;<br />
•	Coordinates and conducts comprehensive outreach efforts within the API and other communities of color<br />
•	Liaison with juvenile justice system;<br />
•	Co-ordinate with AYPS collaborative agencies, other API and diverse community partners.  Develop and maintain internal linkages with Project Re-connect Treatment Program;<br />
•	Ensures that accurate and timely documentation is completed and submitted by required deadlines;<br />
•	Ensures compliance with agency, federal, state, and local regulations;<br />
•	Ensures that accurate hours of services and monthly, quarterly, and year-end reports are submitted on time;<br />
•	Conducts comprehensive program needs assessments, including data collection and evaluation of services;<br />
•	Facilitates individual, group educational, and risk behavior sessions, family support services, sessions and social/recreational/community service activities as needed;<br />
•	Maintains confidential participants’ records, files, and other sensitive information;<br />
•	Establishes and maintains effective working relationships with all community based and city agency partners;<br />
•	Provides and follows up on referrals to community services, including advocating for participants;<br />
•	Participation in SF County Services Program meetings;<br />
•	Ability to maintain a flexible work schedule, some weekend, and evening hours as needed;<br />
•	Ability and willingness to travel as required by the essential job duties and responsibilities;<br />
•	Demonstrates effective problem solving skills.</p>
<p><strong>Required Qualifications:</strong><br />
•	Two years experience working with youth providing prevention services for A/PI youth and other communities of color, preferably including substance abuse prevention services;<br />
•	Understanding of social services, mental health, and substance abuse services systems such as<br />
•	 California State Department of Alcohol &amp; Drug Programs Prevention CalOMS and SFDPH – CBHS;<br />
•	Knowledge of integration of Substance Abuse and Mental Health and Primary Care Services in San Francisco;<br />
•	Skilled in building consensus and fostering productive collaborative efforts;<br />
•	Skilled in participant centered group facilitation;<br />
•	Must have familiarity with Microsoft Office: Word, PowerPoint, Excel, Access and internet access for electronic filing;<br />
•	Must have a valid California driver’s license with good driving record;<br />
•	Strong written and verbal communication skills;<br />
•	Ability to meet deadlines and juggle multiple competing deadlines/tasks in a fast paced environment;<br />
•	Knowledgeable about youth development and empowerment principles, prevention strategies, best practices in serving high risk youth, behavior modification, harm reduction, etc.;<br />
•	Experience and training in working with youth who are at risk for substance use and abuse.</p>
<p><strong>Preferred Qualifications:</strong><br />
•	College degree in behavioral/social sciences field and Juvenile Justice or related field;<br />
•	Alcohol and Drug Counseling Certification or Licensure or enrolled in a credentialing program or college;<br />
•	Understanding of immigrant A/PI cultural issues and dynamics in diverse A/PI communities;<br />
•	Familiarity working with A/PI community, and other communities of color;<br />
•	Bilingual/Bicultural in Vietnamese, Khmer (Cambodian), Tagalog, Ilocano, Laotian, and/or Spanish.</p>

<p><strong>Description:</strong> AARS, Inc. is an innovative substance abuse prevention, treatment, and research agency serving the greater SF Bay Area. This San Francisco County funded violence prevention program specifically targets aftercare/reentry youth involved with juvenile justice system in San Francisco. This prevention program consists of intensive case management and enrichment activities for youth to help support their positive lifestyle free of violence and alcohol and other drugs. Under the supervision of the Program Manager or his/her designee, incumbent will assist in the planning, development, implementation, and evaluation of the program work plan. The Case Manager is also responsible for the collection of data for program evaluation and administrative reports. This position requires an ability to maintain strict confidentiality and handle information with tact and diplomacy.</p>
<p><strong>Responsibilities (other duties may be assigned):<br />
</strong>• Conducts comprehensive client needs assessments and monitors and facilitates client progress;<br />
• Serves in a multi-disciplinary team and ensures right level of care is provided to the client;<br />
• Carries a client caseload and provides intensive case management and enrichment activities for clients and their families;<br />
• Assists clients in developing individualized plans of care with specific goals, objectives, and measurable outcomes to address their needs such as mental health, substance abuse, vocational, and educational issues;<br />

<p><strong>Description:</strong> AARS serves as fiscal intermediary for the San Francisco Drug Court Treatment Center of San Francisco Department of Public Health (SFDPH) for this position. The San Francisco Drug Court Treatment Center (DCTC), a program of San Francisco’s Community Behavioral Health Services (CBHS) and various criminal justice agencies, diverts eligible offenders into substance abuse and mental health treatment. The program also has some transitional housing available for clients. This position requires on-site counseling services at the transitional housing location. The ability to maintain strict confidentiality per HIPPA is required.</p>
<p><strong>This is a time limited position, not to exceed 15 months from date of hire. Ongoing employment is contingent upon future funding.</strong></p>
<p><strong>Primary Duties and Responsibilities (other duties as assigned):<br />
</strong>• Provide on-site counseling to clients housed in the transitional housing program;<br />
• Conduct a weekly process psychotherapy group with clients housed in the program;<br />
• Conduct a weekly psycho-educational group;<br />
• Maintain some office hours for clients to drop-in with any needs they might have;<br />
• Be available to handle any disputes among the residents, or between the residents and the hotel staff;<br />
• Work closely with the client’s DCTC Case Manager to coordinate care;<br />
• Coordinate with community based providers as needed;<br />
• Maintain strict confidentiality;<br />
• Document all client contacts;<br />
• Provide all services in a compassionate, respectful, and non-discriminatory fashion.</p>
<p><strong>Required Qualifications:<br />
</strong>• Master’s degree in social work, psychology, or counseling;<br />
• Expertise working with the dual diagnosis population;<br />
• Substance abuse treatment experience;<br />

• Establish and maintain working relationship with Juvenile Probation Department and community based organizations;<br />
• Conduct comprehensive substance abuse and /or dual diagnosis assessments;<br />
• Conduct home visits as appropriate;<br />
• Work with clients to develop individualized service plans with specific goals and objectives, including safe housing, substance abuse treatment, primary and mental health care, child care, vocational training, etc.;<br />
• Provide and follow up on referrals to other services, including advocating for clients and problem solving with community agencies;<br />
• Facilitate individual, group and family counseling services;<br />
• Facilitate Parent Support Groups;<br />
• Coordinate weekly pro-social activities for youth and their families;<br />
• Provide and/or assist with arranging translation, transportation and other practical support services;<br />
• Maintain timely confidential client records, files, and prepare reports;<br />
• Monitoring compliance of all federal, state and county requirements regarding confidentiality;<br />
• Provide necessary services at AARS Office site, schools, and/or Juvenile Hall;<br />

<p><strong>Minimum Qualifications:<br />
</strong>• Master’s degree in Counseling, Social Work, or Psychology from an accredited college. License-eligible required;<br />
• Two years experience providing mental health services for adolescents and their families, preferably including substance abuse recovery services;<br />
• Understanding of immigrant cultural issues and dynamics in diverse Asian and Latino communities;<br />
• Familiarity working with Asian and Latino adolescents;<br />
• Understanding of adolescent developmental issues;<br />
• Familiarity with the juvenile justice system;<br />
• Familiarity with the Parent Project;<br />
• Knowledge or familiarity working with gang-involved youth and families;<br />

<p><strong>Description:</strong> The CBHS, Treatment Access Program is a collaborative effort between Asian American Recovery Services Inc. (AARS) and the SFDPH Community Behavioral Health Services (CBHS) to divert eligible individuals into appropriate behavioral health treatment services. A Case Manager administers screenings, assessments, and places clients utilizing a battery of assessment instruments. This position requires an ability to maintain strict confidentiality and handle information with tact and diplomacy.</p>
<p>A Case Manager works closely with professional staff in extending effective services to clients of the program; conducts screenings and assessments using the Addiction Severity Index (ASI). A Case Manager maintains client engagement through facilitating a “harm reduction oriented” clinical client relationship through direct engagement and assessment; plans; develops and follows through on all contacts and cases; maintains effective working relationships with a variety of community service and treatment agencies, and assists with arranging translation, transportation and other practical support services. Other comparable duties may be assigned as well.</p>
<p><strong>Primary Duties and Responsibilities (other duties as assigned):<br />
</strong>• Initial screening of clients for triaging into appropriate level of care;<br />
• Administering clinically driven assessments using the Addiction Severity Index (ASI) averaging &gt;30% of all clients screened;<br />
• Participation daily rounds from 8:30am to 9:30am sharp Monday through Friday;<br />
• Being assigned Officer of the Day duties at regular intervals;<br />
• Covering screenings and placements of clients into detox services on a weekly rotation;<br />
• Case conferencing new cases and ongoing engaged clients;<br />
• Engaging in field assignments on a regular pre-determined and ad hoc basis;<br />
• Engaging outside providers for ongoing client case management concerns;<br />
• Completion of clinical support documentation for submission to the Program Coordinator and to the administrative department at timely intervals; and<br />
• Responding to requests for engaging patients at San Francisco General Hospital Medical Units and Inpatient Psychiatry.</p>
<p><strong>Required Qualifications:<br />
</strong>• A board certification in any one of the recognized chemical dependency treatment counselor certifying entities such as CAADAC or, CAADE. CAADAC (CADC I or II), CAADE (CAT-C) certification OR licensed/registered MFT/LCSW<br />
- The academic requirement can be supplemented by at least two years of experience in substance abuse in-take and assessment or, counseling/case management services and/or an equivalent combination of training and experience;<br />
• A minimum of 2 years experience in substance abuse<br />
• The incumbent shall work well under pressure; meet multiple and sometimes competing deadlines. The incumbent shall at all times demonstrate cooperative behavior with colleagues and supervisors;<br />
• Knowledge of San Francisco’s public health system of care;<br />
• Cultural competence and familiarity regarding race, ethnicity, gender, sexual orientation, economic status, homelessness and chronic substance abusing culture;<br />
• Familiarity with some basic anatomy &amp; physiology concepts pertinent to the field of addiction treatment;<br />
• An understanding of the APA DSM-IV-TR, Axis I to V;<br />
• Must possess a valid California Driver’s License and clear record for positions requiring driving;<br />
• Basic English proficiency, written, and oral; and<br />
• Basic office skills including computer proficiency in word processing, email, and spreadsheets.</p>

<p><strong>Description:</strong> AARS serves a fiscal intermediary for FCMHP in this position. This position is with the Foster Care Mental Health Program (FCMHP), a program of San Francisco’s Community Behavioral Health Services (CBHS). The FCMHP was established through a collaborative effort of Community Behavioral Health Services and the Human Service Agency of San Francisco (HSA). The FCMHP is a specialized unit which coordinates and provides mental health services for children and youth from birth to age 18 who have been removed from the family home or those at risk of out of home placement. The FCMHP arose out of the need to ensure the systematic and expeditious delivery of appropriate mental health services to these children and families.</p>
<p><strong>Primary Duties and Responsibilities (other duties may be assigned):</strong><br />
• Reviews referral forms submitted by Protective Service Workers in order to identify service requests and the need for mental health services and/or adjunctive services.<br />
• Conducts case management services that may include client contact to link children, parents and families (HSA dependents and adoption cases) to appropriate mental health treatment providers, including System of Care (SOC) clinics, the San Francisco Mental Health Plan’s (SFMHP) private provider network (PPN), Value Options Inc. private provider network, Inter-county authorizations and SB 785 Organizational Providers, or appropriate alternative resources.<br />
• Prioritizes cases that have received 1) a Child and Adolescent Needs and Strengths (CANS) assessment and/or 2) are being referred for Therapeutic Visitation (TV).<br />
• Becomes certified in the Child and Adolescent Needs and Strengths and conducts the assessment tool for children between 0 – 18 years old as a back-up to the CANS Assessment Team during peak referral seasons. This includes opening and charting cases and billing services in the Avatar electronic record system of CBHS.<br />
• Connects referred children and adults to clinics and PPN therapists within 5 working days.<br />
• Follows up to assure client contact and connection to mental health services.<br />
• Participates in interagency collaboration, representing CBHS in meetings with HSA, the courts and the identified youth and their family.<br />
• Participates on a multidisciplinary team that addresses treatment and case management issues.<br />
• Refers adult clients to couple and family therapy or individual treatment, ie: birth parents, foster parents, relative caregivers, etc.<br />
• Enters cases into data entry systems for tracking, authorizing, and responding to treatment requests from HSA and San Francisco Mental Health Plan (SFMHP) private providers.<br />
• Completes all necessary paperwork for authorization of and referral to clinics and private providers.<br />
• Identifies and recruits S.F. providers skilled in treating adopted children and their families to more fully develop the provider pool.</p>
<p><strong>Qualifications:<br />
</strong>• Master’s degree in Psychology, Social Work, or Counseling and at least one year experience working with urban mental health, child welfare, and education systems.<br />
• Preferably two years of experience performing case management/linkage services to clients.<br />
• Preferably two years of experience in a mental health setting.<br />
• Cultural proficiency.<br />
• Excellent interpersonal skills, communication skills and the ability to work as part of a team.<br />
• Excellent organizational skills with the ability to be flexible according to the demands of the job.<br />
• Experience with child and family mental health services, including work with abused and neglected children preferred.<br />
• Familiarity with group homes, foster family agencies, and HSA’s Family and Children’s Services Division.<br />
